Intradistrict Transfer Requests for SCSD Residents Wishing To Transfer to Another School Within SCSD
Students who live within the SCSD boundaries wishing to transfer to another school within the District
are required to submit an Intradistrict Transfer Request. |
- SCSD will begin accepting 2026-27 Intradistrict Transfer requests for students that are registered and live within the San Carlos School District boundaries on February 2. Click on the button below to make your request via Google Form.
- The deadline to submit an Intradistrict Transfer Request is February 13.
- Completion of the Intradistrict Transfer form is not a school registration. If you will be new to SCSD next year, please ensure you have also registered for the 2026-27 school year, see our Register for the 2026-27 (NEXT) School Year page for more information.

- Applicants who apply by the deadline can expect to receive a transfer status or waitlist placement via email or letter by Friday, March 20.
- Please note that all students requesting a transfer are initially placed on a waitlist, as availability is limited. Approvals will be determined in the spring, following the confirmation of returning students and the conclusion of Priority Registration.
- Siblings and children of San Carlos School District employees (who work at least 20 hrs. per week) will receive preference into their requested school. All other requests are placed on the wait list based on the date and time received.
- Students who are given the approval to transfer will remain enrolled at the new school through the highest grade level offered at that school and will continue on that track for upper elementary and middle school, as their transfer school becomes their new “home” school.
- Transfer requests are granted only if there is room in the school and grade level requested.
- Please plan to attend your neighborhood school unless you receive communication that your transfer has been granted.
- A transfer request is not a school registration and is not a guarantee of enrollment.
- All transfer requests must adhere to Board Policies on enrollment priority for neighborhood residents, class size, and consistency of program quality across all schools.
- Once a transfer request is approved, if you wish to return to your original “home” school, you must apply for an Intradistrict Transfer to return. The request will only be granted if there is space available in the grade level requested.
- All transfer waitlists expire once the school year begins.

| Interdistrict Transfer Requests for Non-SCSD Residents Wishing to Transfer Into SCSD To request to transfer from an outside school district INTO the San Carlos School District (SCSD), please follow the Interdistrict Transfer processes outlined below. |
- SCSD will begin accepting and processing Interdistrict Transfer requests from outside school districts for the 2026-27 school year on February 2.
- We recommend parents contact their Home School District in January to request a transfer out. If the District of Residence approves the request, they will send the paperwork to SCSD for processing. It can take up to 30-45 days to receive paperwork from another district.
- Students who live outside of the SCSD boundaries wishing to attend school in SCSD, must apply for and receive an approved Interdistrict Transfer from their District of Residence (home school district).
- All Interdistrict Transfer requests will be placed on a waitlist. Transfer students are approved on a space-available basis and will only be considered after all in-district students have been placed. Siblings of current students and employees will receive priority.
- Parents who apply by the end of February will receive a transfer status/waitlist notification email or a letter mailed Friday, March 20.
- Once the school year begins, the transfer waitlist expires and we no longer accept Interdistrict Transfer requests for the year. Interdistrict transfers will not be granted after the first day of school.
- We highly recommend that you register with your home school district to assure you are registered for school in the fall.
- Annual Renewal - New and continuing students must submit an Interdistrict Transfer request and receive approval from their home district each year. If you received an Interdistrict Transfer prior to 2020, you do not need to complete this process, as your child has been grandfathered into our District through 8th grade.

Annual Renewal
Students shall be required to reapply annually for an interdistrict transfer. Transfers must be renewed each year by May 1 for any subsequent school year your child will continue in SCSD. We begin accepting applications for renewal open on February 2.
SCSD Families Who Move Outside District Boundaries During the School Year
If your family originally resided within SCSD boundaries and has since moved out of the district, your currently enrolled child may continue attending an SCSD school by requesting an Interdistrict Transfer from your new district of residence within 30 days of your move.
- To remain enrolled for the rest of the current school year, you must apply for and receive an approved Interdistrict Transfer from your new district of residence (home district).
- Please contact your child’s current school office to report your change of address.
- If your new district of residence approves the request, they will forward the paperwork to SCSD for final processing and approval.
Interdistrict Transfer Priorities
The Superintendent or designee may approve an interdistrict attendance permit for a student for any of the following reasons when stipulated in the agreement:
- When the student has a sibling attending school in the receiving district, to avoid splitting the family's attendance
- When the student is a child of a San Carlos School District employee that works a minimum of 50% FTE
- To allow the student to complete a school year when the student's parents/guardians have moved out of the district during that year
Interdistrict Transfer Denials
The Superintendent or designee may deny initial requests for interdistrict attendance permits due to limited district resources, overcrowding of school facilities at the relevant grade level, or other considerations that are not arbitrary.
Interdistrict Transfer Decision Notifications
If the transfer request is for a school year that begins within 15 calendar days of the receipt of the request, the Superintendent or designee shall notify the parent/guardian of the final decision within 30 calendar days of receiving the request. If the transfer request is for a school year that begins more than 15 calendar days after the receipt of the request, the parent/guardian shall be notified of the final decision as soon as possible, but no later than 14 calendar days after the commencement of instruction during that school year (Education Code 46600.2). Failure of the parent/guardian to meet any timelines established by this website, Board Policy, and/or Administrative Regulation, is deemed to be an abandonment of the request. Families that wish to appeal an interdistrict transfer denial may submit a written request to the Executive Director of Student Services within 10 working days of receipt of denial notification. Students who are under consideration for expulsion or who have been expelled may not appeal interdistrict attendance denials or rescissions while expulsion proceedings are pending or during the term of the expulsion. (Education Code 46601)
Revoking an Interdistrict Transfer
The district, for good reason, may revoke an interdistrict transfer at any time. Reasons may include, but not be limited to, lack of space, irregular student attendance, unsatisfactory academic progress, failure to adhere to the district/school discipline policy, discovery that the application had been falsified, or special education needs/costs exceeding income pursuant to interdistrict attendance agreements.

Interdistrict Transfer Requests to Leave SCSD

- Students who live within the boundaries of SCSD that would like to attend school in another school district must first submit an Interdistrict Transfer Request to the District Office. Please email the completed form to [email protected].
- Transfers must be approved by SCSD before submission to the district desired. Approval to leave the San Carlos School District does not guarantee that the district in which you wish to enroll will approve the request.
- Once approved, Student Services will forward the paperwork to the requested school district. The requested district will notify you of their decision to either accept or decline the request.
