As part of the State’s new funding model known as Local Control Funding Formula, school districts are required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP), beginning on July 1, 2014, using a template adopted by the California State Board of Education (SBE).  The LCAP is required to identify goals and measure progress for student subgroups across multiple performance indicators.  The LCAP elements include stakeholder engagement, goals and progress indicators, and actions, services and expenditures.  Goals and actions must be included for at least the following areas:

  • Basic Services
  • Implementation of State Standards
  • Parent Involvement
  • Pupil Achievement
  • Pupil Engagement
  • School Climate
  • Course Access
  • Other Pupil Outcomes

SCSD’s LCAP plan will be aligned with its overall dashboard envisioned in the Strategic Plan and will be posted here at the end of the 2013-2014 school year.

LCAP Committee Questions

Part of the LCAP process is to have the Parent Advisory Committees at each school submit their questions concerning the final draft of the LCAP for response by Superintendent Baker.  Superintendent Baker has fifteen (15) days to respond to these questions in writing, prior to the adoption of the LCAP.  To see these questions and responses, please click here.
